Delhi (X-class city) carries the highest House Rent Allowance rate in India. Since 1 January 2024 — when Dearness Allowance crossed the 50% threshold — the HRA for X-class cities moved from 27% to 30% of basic pay under the 7th Pay Commission. Domicile Eligibility — What You Actually Need
There is no domicile requirement for central government posts including SSC CGL, SSC CHSL, Delhi Police SI/Constable, UPSC exams, DMRC, and AIIMS Delhi. Any Indian citizen meeting age and educational criteria can apply. For DSSSB posts, there is also no domicile requirement — the board explicitly states that residence within NCT is not a condition for applying. However, candidates claiming reserved-category benefits under Delhi-specific SC/ST/OBC quota must hold a certificate issued by the competent authority of the Government of NCT of Delhi.
