Assuming a high CGPA guarantees PSU selection — GATE score, not college marks, determines shortlisting for most PSU recruitment. Candidates with 9.0 CGPA and a low GATE score are not shortlisted; candidates with 6.5 CGPA and a GATE score of 700 are.

Choosing the wrong GATE paper for the PSU branch — GATE has 29 papers. PSUs specify which GATE paper is accepted per branch. Electrical PSUs (PGCIL, NTPC) accept EE paper; some also accept EC or IN. Applying with a different GATE paper leads to rejection.
