When DA is 50% or above (current situation), HRA for X class (metro) cities is 30% of basic pay, Y class cities is 20%, and Z class (rural) is 10%.
X class cities include Delhi, Mumbai, Chennai, Kolkata, Hyderabad, and Bengaluru (population ≥50 lakh). Y class includes cities with 5–50 lakh population. All other areas are Z class.
Under the new tax regime, HRA is taxable. Under the old regime, exemption is calculated under Section 10(13A) — the minimum of actual HRA received, 50%/40% of salary (metro/non-metro), or rent paid minus 10% of salary.
HRA rates change automatically when DA crosses 25% (second slab kicks in) and when DA crosses 50% (highest slab). The next revision will occur when an 8th CPC restructure is implemented.
