Himachal Pradesh's state government recruitment is managed by the Himachal Pradesh Public Service Commission (HPPSC) and the Himachal Pradesh Staff Selection Commission (HPSSC). HPPSC conducts the HP Administrative Services (HAS) exam for posts including Deputy Commissioner (Prob), DSP, Block Development Officer, Child Development Project Officer, and District Welfare Officer. HPPSC also recruits for Allied Services, Medical Officers, Veterinary Officers, and various Group A and B posts through separate exams. The commission is based in Shimla and serves all 12 districts of Himachal Pradesh.

HPSSC handles recruitment for a large number of Group B Non-Gazetted, Group C, and Group D posts including Junior Office Assistant (IT), Junior Engineer (Civil/Electrical), Staff Nurse, Lab Assistant, Forest Guard, and Panchayat Secretary. HP Police Recruitment Board conducts drives for Constable GD, Constable (Special Police Officer), and Sub-Inspector of Police. The Department of Elementary Education recruits JBT teachers, TGT teachers, and Shastri teachers through HPPSC and HPSSSB based on HP TET qualification. Himachal Pradesh Power Corporation (HPPCL) and HRTC recruit technical and non-technical staff independently.

HP government employees receive salary under the Himachal Pradesh Pay Rules aligned with 7th Pay Commission. The state provides Hill Compensatory Allowance (HCA), Difficult Area Allowance, and Winter Allowance for postings in remote or high-altitude areas. HP domicile is mandatory for state-level posts, and preference is given to local candidates for postings in home districts. Hindi is the medium of all state exams. Due to the state's hilly terrain, postings in tribal areas (Kinnaur, Lahaul-Spiti) come with special hardship allowances.
