Judicial Services Jobs 2026: Civil Judge and Court Recruitment
State Judicial Services exams — commonly known as the Civil Judge (Junior Division) or Munsif exam, depending on the state — are conducted independently by each state's High Court or Judicial Services Commission to recruit entry-level judges directly from the Bar or from fresh law graduates. This is one of the most competitive government exams in the country, requiring an LLB degree and, in most states, enrolment as an advocate with a State Bar Council.
The Judicial Services exam follows a three-stage pattern: Preliminary (objective paper on law subjects), Mains (multiple descriptive law papers testing substantive and procedural law drafting ability), and a Viva Voce (interview) — broadly mirroring the UPSC Civil Services pattern but focused entirely on legal subjects. Age limits and minimum practice requirements (if any) vary by state.
Beyond the judge-track exam, "Judicial" also covers support posts like Judicial Assistant, Reader, and Bench Clerk, recruited directly by individual courts (see the High Court department page for court staff recruitment). Civil Judges, once selected, enter the state judicial pay scale (aligned with recommendations of judicial pay commissions) with a defined promotion path to District Judge and beyond.
