Government Jobs for ANM (Auxiliary Nurse Midwife) Certificate Holders

ANM (Auxiliary Nurse Midwife) is a 1.5-year (18 months) vocational nursing programme regulated by the Indian Nursing Council (INC) and State Nursing Councils. ANM is the foundational qualification for India's Sub-Centre-level health workforce. A Sub-Centre (the most peripheral government health facility, serving 3,000–5,000 rural population) is mandated to have 1 ANM + 1 Male Multipurpose Worker (MPW). NHM recruits ANMs on contractual basis: Sub-Centre ANM (₹8,000–₹18,000/month depending on state) for maternal and child health, immunisation (BCG, DPT, Polio, MMR, COVID vaccines), family planning counselling, and tracking high-risk pregnancies. States with regularised ANM cadres (Rajasthan, UP, Bihar): pay goes up to ₹25,000–₹35,400 on regular service scale.

State Health Department regularised ANM posts: some states recruit ANMs on regular state service pay scales (equivalent to Pay Level 4–5, ₹25,500–₹29,200). Eligibility: ANM certificate + registration with State Nursing Council. Selection: state-level written examination or merit-based recruitment by State PSC health wing. Rajasthan Gram Sevika / MPHW Female (equivalent ANM): large-scale state exam for rural health workers. UP NHM ANM direct recruitment: district-level selection. After gaining experience as ANM: eligible to appear for Staff Nurse posts (with GNM qualification upgrade) — a career progression route.

ESIC (Employees State Insurance Corporation) Health Visitor / Nursing Orderly posts sometimes accept ANM qualifications for dispensary-level positions. Indian Railways Medical Department: Health Visitor Female (Railway Hospital) — ANM certificate one of the qualifying criteria. Army (civilian): Nursing Orderly / Female Health Worker at Army hospitals and AHQ Dental Corps — ANM background valued. CGHS (Central Government Health Scheme) dispensaries: Health Visitor posts at CGHS dispensaries serving central government employees. Upgrade pathway: ANM (18 months) → GNM (3.5 years, with bridge course in some states) → B.Sc Nursing (2-year post-GNM add-on) → Staff Nurse at government hospitals (Level 7, ₹44,900 basic).

Frequently Asked Questions

What is a Health Sub-Centre and what does an ANM do there?
Health Sub-Centre (HSC or SC): the most peripheral government health facility in India under the public health system. Each Sub-Centre covers 3,000 population in plains (1,000 in hilly/tribal areas). Functions of the ANM at Sub-Centre: (1) Maternal health — ANC (Antenatal Care) registration and monitoring of pregnant women; (2) Delivery facilitation — safe home delivery support or referral; (3) Child health — growth monitoring, immunisation for children and pregnant women; (4) Family planning — IUD insertion, oral pill distribution, condom distribution; (5) Communicable disease surveillance — malaria slide collection, TB symptom identification, COVID/SARS monitoring; (6) VHND (Village Health and Nutrition Day) organisation. ANMs also maintain HMIS (Health Management Information System) registers — the data backbone of India's health system.
What is the salary of ANM in government service?
ANM government salary varies by employment type: (1) NHM contractual ANM: ₹8,000–₹18,000/month (varies by state — Rajasthan ₹15,000, UP ₹10,000, Karnataka ₹14,000, Gujarat ₹12,000). These are programme salaries funded by NHM. (2) Regularised state ANM (where state has permanent ANM cadre): Pay Level 4 equivalent (₹25,500 basic) + state DA + HRA + other allowances. Total in-hand: ₹35,000–₹45,000/month. (3) Central government (Railways, ESIC): ANM equivalent posts Pay Level 4–5 (₹25,500–₹29,200 basic). The government has been increasing pressure to regularise NHM health workers including ANMs — several states (Rajasthan, Telangana, Karnataka) have regularised NHM contractual workers. Regularisation is a key union demand and a progressive career event for contractual ANMs.
Can ANM upgrade to GNM or Staff Nurse qualification?
ANM → GNM upgrade pathway: Indian Nursing Council provides a bridge course for ANM holders to GNM (2 years bridge course vs 3.5 years for fresh GNM). Availability: state nursing councils run bridge programmes at government nursing schools. GNM → Staff Nurse: GNM qualifies for Staff Nurse posts in government hospitals — Pay Level 7 (₹44,900 basic) in central government. GNM + experience → B.Sc Nursing (Post-Basic, 2-year programme at nursing colleges) → Senior Staff Nurse or Nursing Tutor. Career ladder: ANM (₹10,000–₹18,000 contractual) → GNM (₹35,400 basic regularised) → B.Sc Nursing (₹44,900 basic) → M.Sc Nursing → Nursing Tutor/Sister Tutor (Pay Level 9, ₹53,100 basic). Each upgrade requires institutional study but dramatically increases income and career stability.
What is ASHA and how is it different from ANM?
ASHA (Accredited Social Health Activist): community-level volunteer (not a government employee) working as a link worker between the community and government health system. ASHA is not a trained health professional — she is a woman from the community with 8th pass education who receives training (23 modules) and performance-based incentives (₹1,000–₹3,000/month typically, varying by state and task). ANM: a trained health professional (18 months diploma, INC registered) who is a government health worker. ANM provides clinical services (ANC, immunisation, delivery assistance); ASHA facilitates access to these services. ASHA Facilitator / Block ASHA Facilitator: supervisory post for ASHAs — requires 12th pass + ASHA experience. These are NHM programme posts, not permanent government service. ANM is the first qualified nurse in the government hierarchy; ASHA is below ANM in the system hierarchy.
